National Assembly leadership after consolidation

Of the 17 members of the Standing Committee of the National Assembly, many have served as leaders of the province and city commissars, the youngest 49 years old and the oldest 67.

The 11th session has just strengthened a number of leaders of the 14th National Assembly, namely the Chairman of the National Assembly, 3 Vice Presidents and 5 Standing Members.

With 9 new personnel, the National Assembly Standing includes 17 members; including two members of the Politburo (Chairman of the National Assembly Vuong Dinh Hue, Vice Chairman Tran Thanh Man) and 12 members of the Party Central Committee; Three people who did not participate at the Central Committee were Vice Chairman Do Ba Ty, Chairman of the National Defense & Security Committee Vo Trong Viet, and Chairman of the Ethnic Council Ha Ngoc Chien. Thus, at the end of the 14th National Assembly in July, these three will retire according to the regulations.

The Standing members have all worked in many positions, especially the Chairman of the National Assembly Vuong Dinh Hue who used to be the State Auditor General, a member of the Government (Minister of Finance, Deputy Prime Minister), and Head of the Party Committee ( Central Economic Committee) and more than a year working as Hanoi Party Committee Secretary.

Like Mr. Hue, many other Standing Members used to be the heads of the provincial party committee, of which 5 people who came up from the locality were Vice Chairman Tran Thanh Man (former Secretary of Can Tho); Vice Chairman Nguyen Duc Hai (Chairman of the Finance & Budget Committee, former Secretary of Quang Nam); Head of People’s Committee Duong Thanh Binh (former Secretary of Ca Mau), Chairman of Ethnic Council Ha Ngoc Chien (former Secretary of Cao Bang); Head of the Working Party Delegate Nguyen Thi Thanh (former Secretary of Ninh Binh).

The three central cadres were transferred to their localities and now go to Hanoi to accept the job, are Vice Chairman Nguyen Khac Dinh (Secretary of Khanh Hoa, former Chairman of the Law Committee); Secretary General, Chairman of the National Assembly Office Bui Van Cuong (Secretary of Dak Lak, former President of the Vietnam General Confederation of Labor); Chairman of the Committee for Youth and Children Culture and Education Nguyen Dac Vinh (former Secretary of Nghe An, former Secretary of the Central Youth Union).

The two Standing Members used to be Deputy Secretaries of the local Party Committee, including Mr. Le Quang Huy (Chairman of the Committee for Science and Technology and Environment, former Deputy Secretary of Nghe An); Mr. Vu Hong Thanh (Head of Economic Committee, former Deputy Secretary of Quang Ninh).

Thus, among the current leaders of the National Assembly, 11 have had experiences in leadership of provinces and city commissars.

In addition, the two leaders of the National Assembly who have grown up in the army are Vice Chairman, General Do Ba Ty (former Chief of Staff, Deputy Minister of National Defense); Chairman of the National Defense and Security Committee, Senior Lieutenant General Vo Trong Viet (former Deputy Minister of National Defense).

The remaining four persons have been active in the National Assembly’s agencies for a long time, including: Chairman of the Judicial Committee Le Thi Nga, Chairman of the Committee on Social Affairs Nguyen Thuy Anh, Chairman of the Legal Committee. Hoang Thanh Tung and Foreign Affairs Committee Chairman Vu Hai Ha.

The Standing Committee of the National Assembly currently has three female members including Ms. Le Thi Nga, Ms. Nguyen Thuy Anh and Ms. Nguyen Thi Thanh, less than before the consolidation of one person.

The average age of 9 newly elected leaders are 56.2; meanwhile, the average age of the 17 members of the Standing Committee of the National Assembly is 58.23. From 49 to 60, there are 13 people, 4 of them over 60 years old.

Mr. Nguyen Dac Vinh, 49 years old, becomes the youngest member of the Standing Committee, the oldest being Vice Chairman Do Ba Ty, 67 years old.

Professional qualifications, leaders of the National Assembly are currently a Professor (Chairman of the National Assembly Vuong Dinh Hue), an Associate Professor (Mr. Nguyen Dac Vinh); 4 people are PhDs; 6 masters, one engineer and 4 bachelors.
