AGENDA – From June 30 to July 3, nearly 750 racing models and 8,500 club vehicles are expected for the 20th anniversary of the event.

It is an understatement to say that the participants and spectators are impatient at the idea of ​​finding the Sarthe event. Because of the coronavirus, the biennial event has not taken place since 2018. It is starting to get long. Three weeks after the 24 Hours of Le Mans, which rewarded Toyota for the fifth consecutive time, the Le Mans circuit is therefore preparing to experience record crowds again. More than 200,000 spectators are expected for the tenth edition of Le Mans Classic, which began in 2002 on the initiative of Patrick Peter and the Automobile Club de l’Ouest.

In the space of two decades, the retrospective of the two clock towers has established itself as one of the key events on the calendar. The one you really shouldn’t miss. On the track, it’s unheard of, the six race grids will be divided up around 450 vehicles. A rule of thumb: only models are eligible that competed on the 13.6 km of a pitiless track, between 1923 and 1981. For the sake of sporting fairness and consistency, the vehicles are divided into six trays according to their age. During the weekend, each category runs three races, day and night. Penal composition: dispute the loss of point(s)

NEWS – The Council of State has just recently (May 31, 2022, n° 456236) canceled a decision to lose a point following a criminal composition procedure.

For a withdrawal of license points to be regular, the road user must be informed when noting the offense of a certain amount of information on his notice of contravention.

However, whatever the form of judgment of the offense (fine or offence), the criminal judge has no obligation to provide information and his judgment does not have to mention the existence of the loss of points. For the courts, this is an administrative police measure issued by the Ministry of the Interior.

In this recent decision, the Council of State takes a different position in the case of a criminal composition (procedure which allows the prosecutor to propose a sanction in the event of traffic offenses without going before the judge).

He judges that if the report of criminal composition does not inform the user of the risk of loss of points, the administration cannot legally remove the points of the said offense from his driving licence.

Cupra Urban Rebel, the Spanish electric mini


NEW – This concept announces a “zero emission” city car in 2025 within the new coat of arms of the Seat brand.

The Urban Rebel sports prototype presented at the Munich Motor Show in September 2021 is being extended with its road version prefiguring an electric city car launched in 2025. This new version of the Urban Rebel was unveiled during a strategy presentation seminar Cupra for years to come. Launched under the presidency of Luca de Meo with a view to increasing the selling price of vehicles, this new brand could well become one of the best assets of the Volkswagen group.

Most of Seat’s electric offensive will be based on this new coat of arms symbolized by an inverted and virile copper-colored triangle. By 2025, Cupra will launch the Terramar, the Tavascan and the Urban Rebel. The latter, based on the Volkswagen Group’s MEB Small platform, measures 4.03 m. Its very elaborate and very dynamic lines are an extension of the sporting positioning of the Cupra firm. The hollow sides and the side rib which starts from the wheel arch and goes up to the rear window represent the main originalities of this design. The SUV influence shows through the high beltline and raised ground clearance.

Unlike the first Urban Rebel concept which had two electric motors, the road version is content with a single machine installed under the front hood. It delivers a power of 166 kW (225 hp), which can be considered largely sufficient for a car dedicated mainly to urban and suburban use. At this stage, the battery capacity has not been revealed but the manufacturer announces a range of around 440 km. It is already established that the MEB Small platform will give rise to other city cars within the other general brands of the Volkswagen group.

Alpine A110 Tour de Corse 75, all cars sold

This is how the Dieppe manufacturer launched an A110 which recalls, in its color and decoration, Jean-Pierre Nicolas’ berlinetta entered in the 1975 Tour de Corse. The only survivor of an armada of four Alpines, including two A310s, Nicolas had finished second place in the 1975 Tour de Corse after a Homeric battle of tenths of a second against the Lancia Stratos of Bernard Darniche.

Sold in only 150 units, the new Alpine A110 Tour de Corse 75 borrows exactly the decoration of the 1975 car, yellow and white with black bonnet and roof and white rims. The equipment includes orange Brembo brake callipers and Sabelt racing bucket seats embroidered with the name of the Tour de Corse 75. Invoiced at 80,000 euros and already acting as a collector’s item, this special Tour de Corse 75 series did not remain available for long on the manufacturer’s application.

Citroën My Ami buggy, the beach friend


NEW – The chevron firm is marketing a beach version of its electric pocket car in a limited edition of 50 units.

Citroën has found descendants in the famous Méhari born in 1968 and never replaced. It is called My Ami Buggy and is intended to be a replica of the eponymous concept which enjoyed unprecedented success when it was revealed last December. The simple formula consists of partially stripping the Ami electric quadricycle launched in the fall of 2020 and giving it the khaki color of the adventurers. This is how this 21st century mini buggy dispenses with doors and adopts a removable gray canvas roof. It rolls up like that of the Méhari and the 2CV and can be seated behind the seats. The occupants will thus have the feeling of evolving in the open air. Pops of tangy yellow color and 14-inch gold wheels brighten up the exterior. The rear part is overhung by a spoiler.

Despite the absence of doors, the protection of the occupants is ensured by metal bars. This new kind of buggy will only be produced in a limited series of 50 numbered units. A plate located to the right of the dashboard individually signs each unit.

Electric vehicles: Enedis invites itself into condominiums


NEWS – Pending publication, a decree, which aims to accelerate the deployment of charging stations in condominiums by Enedis, is undermining the activity of start-ups specializing in this field. They fear unfair competition financed in part by the taxpayer.

Despite the right to plug, implemented in 2011, a right which authorizes all residents of condominiums to request the installation, at their expense, of a plug to charge an electric car, the deployment of charging solutions in collective residences drags. A shame, when we know that the use of the electric car is strongly encouraged in large cities. To remedy this situation, the State wishes to move up a gear. A decree, which is expected to be published in the coming weeks, will allow the incumbent electricity operator, Enedis, to include the costs of studies and connection in the electricity transmission tariff (Turpe).

This tariff for using the public electricity network, which for individuals represents approximately 30% of the electricity bill, thus enables Enedis to cover the costs of operating, developing and maintaining the public network.

This decree is strongly challenged by the members of the French Association of charging operators. Created last November, Afor brings together the main private players in electric car charging. It underlines the significant cost for the taxpayer that such a measure would represent. “The decree provides that, in a collective residence, the connection of the horizontal column, which supplies the parking spaces, as opposed to the vertical column which supplies electricity to the apartments, will be the responsibility of all French people”, reproaches Olivier Toggenburger, co-founder of Park’n Plug and member of Afor. Or at least in part. “The decree indicates that, within the framework of the horizontal column, a percentage of the connection costs will be pre-financed by Enedis, which will have the role of installing a Linky meter at each place connected. The user will then have to repay 60% of the connection, the rest being already covered by the Turpe. A cost estimated between 1.5 and 2.4 billion euros, while the solutions offered by private companies do not cost a penny of public money”, specifies Nicolas Banchet, co-founder of ZePlug and also member of the group. And to continue: “We pool the recharge by connecting the places from a single dedicated meter. The connection work is carried out at our expense and we are remunerated through subscriptions, charging management and connected services.” Another grievance of Afor: the decree plans to impose a ceiling price for connections. For the moment, this price has not yet been decided, but the operators fear unfair competition due to prices drawn down in order to seduce cautious condominiums.

Lack of information

Whether the charging solutions are managed by a private operator or by a public actor, it is urgent for the French Electricity Union (UFE) to look into the problem. “85% of top-ups are done at home. With the right to take, France was one of the first European countries to benefit from very favorable regulations for this type of housing, but in reality, it is more complicated”, recalls Mathias Laffont, director use and territories at the UFE “Even if the trustees are more and more aware of this subject, many condominiums have neither the information nor the budgets to start connection work”, notes Mathilde Charmet-Ingold, specialist lawyer in energy law and real estate law. “There are 500,000 condominiums in France, of which 150,000 have parking,” recalls Nicolas Banchet. The cost of the connection to equip 20 to 30% of the parking spaces is estimated, depending on the size of the work, at between 20,000 and 40,000 €, which gives an overall market of between 3 and 6 billion euros.

For small condominiums

“The market is very important,” emphasizes Mathias Laffont. The latter also believes that private players and Enedis are not competitors but complementary. “The needs are so great that there really is room for everyone,” he continues. The co-owner remains free to choose his type of terminal and his electricity supplier. In addition, private players tend to favor the most profitable condominiums.” Namely large units of more than a hundred inhabitants. An observation that Nicolas Banchet does not refute. For him, the State should in particular focus its efforts on condominiums with outdoor car parks, which represent more than half of the collective housing stock and not spend public money on operations that allow private actors to operate. “Generally, these are condominiums of variable size installed in less dense areas, with few means, notes Nicolas Banchet. The installation of the terminals is more expensive here, because it is necessary to plan civil engineering works, operations more expensive than to run cables in an underground car park. Beyond the problems of competition, he especially regrets the unforeseen consequences of such a decree. “Whole projects are frozen, pushed back to next year, because the trustees are waiting for its application,” he laments.

A gigantic market

Should we then be worried about an increase in the electricity bill for all French people? The State is already putting its hand in the pocket to help the condominiums to equip themselves with terminals. “At the start of the year, he created an organization called Logivolt Territoires, a subsidiary of the Caisse des dépôts, which supports in the form of a loan for fifteen years, the costs of studies and connection in condominiums”, presents Mathias Laffont. . Moreover, some private operators work with this organization since one of its missions is to put in contact between condominiums and charging players. Regarding the horizontal column specifically, Mathias Laffont wants to be reassuring. “The main items of expenditure for Enedis are the modernization of the network and the connection of the global network to new energies, he recalls. The deployment of the horizontal columns will be a drop in the bucket.” Especially since some specialists in the subject are skeptical about Enedis’ ability to install all the condominium car parks in France. The market therefore remains very open, with significant growth potential. Six to eight thousand terminals are indeed installed in joint ownership against approximately one hundred thousand in individual housing. –

DS E-Tense Performance, the influence of racing
